It goes on a number of factors here. 1.) if you live in a high crime rate area, this generally goes on post codes 2.) your age is a major factor, insurance decreases quite abit at age 21 and again at age 25 3.) the car you drive, if the car you drive is a model of car that other people have crashed or written off alot. Think vauxhall corsa/ford fiesta. The insurance is generally higher on these cars because young drivers by them alot and we all know how most young people drive like they’re invincible. These are just a few of the things……
It is interesting how different countries deal with car insurance. In Spain I believe they just insure the car - doesn’t matter who’s driving, which seems crazy. In Australia the insurance is covered under the road tax. In the US young drivers are not allowed to drive at night.
In the UK it is based on many factors - driver details, age being the major factor - car rating - area - past history of the driver and this is an attempt to make the premiums represent the relevant risk, rather than have everyone share the burden of claims cost.
Telematics is bringing this into another level, whereby insurers will know what type of driver you are and therefore offer premiums accordingly.

Try Ireland! Where they treat my 1.1 C2 as a performance car… Insurance only costs twice the value of the car, and your sanity… And all your free time working trying to pay insurance.

12 years driving on my full cheapest I could get on a 2005 1.4L Foucs was €1600 not a point on my licence so I ended up buying a 2001 Space Star. If I want to drive my 1995 jap Toyota G-Touring Corolla would cost me 6K with only 5000 mile a year limited and only allowed to use on Saturday Sunday between 9am to 6pm
