Anyone ever seen a lock on a fender? The previous owner said he bought the Corolla from an elderly couple. Don't have a key for it either.

It is called a Chapman Lock.
It was used mainly in the 70’s when you would be able to get under the hood of most american cars from the outside. There should be an extra lock under the hood with a cable attached to it.it goes to that key lock.
