From what I’ve seen (at least with my car), there is no such thing as a "good cheap rally" suspension. You either get a really cheap suspension and get what you paid for, or get a nicer suspension and pay more for it. Remember: your safety in a race is partially dependent on the quality of the parts that you put on your car. People get hurt, and even die in rally. Don’t skimp out on parts due to your budget. Save up for a while, and buy better parts.

I did a little research, and I found these on CarID. These look good, and they’re from a reputable brand. They’re more expensive than a set of springs, but they will definitely hold up better. Make sure to ask around before you buy; talk to actual rally drivers about what they have on their Celica. For the time being, you might want to check out wheels and tyres as well. For wheels, you want something really strong, so the wheels won’t crack. Here is what I found for tyres: http://www.tirerack.com/tires/tires.jsp?tireMake=Michelin&tireModel=X-Ice+Xi3&partnum=87TR4XI3XL&vehicleSearch=true&fromCompare1=yes&autoMake=Toyota&autoYear=1995&autoModel=Celica%20ST&autoModClar=
