it really depends on the car. If it’s an 80’s polo then it adds character the same goes for a 60’s mustang’s boot-racks. But on racecar there is no point. On car like above, no opinion because the owner probable wants to take hit bike, kayak, surfboard, snowboard places.
I agree they can really make some cars look good. for example some kid at my school has a 325 e30 and put a sticker covered thule rack on his roof and it really makes the car look nice.

In my area, Utah, we call these ski racks and we actually use them! Then often take them off for the summer.

If you need it and you use it or you have some kind of MPV/family car that you don’t care about then it’s fine but it does detract a little from the image. Not that image is as important as some of the people round here seem to think! A good car is a good car whether it has a roof rack or not.
That said on a track style car like the one pictured your kind of ruining that racing vibe.
It depends, for a car thats been modded for speed and aerodynamics, it would be horrible and useless. However, they could be look good and be practical on drift and stance cars.
I think on the right car they’re awesome. And they certainly add some practically. I really love minimalist utilitarian vehicles
