Based on what I know, the wet liner engine has a gap between the cylinders and the engine block for better cooling. The cylinders are also removable and can be replaced instead of the engine being rebored. Dry liners on the other hand have the cylinders drilled as holes directly through the engine block and in the need of overhaul, the cylinders have to be rebored. Please correct me if wrong and enrich my knowledge, thanks!
