He’s saying 5.5L is the original, and an extra 400cc has been bored out making it 5.9L. Its grammatically correct.
If he wanted to write 5.9L, they would’ve written “an extra 400cc has been bored out of its V8 engine, now totalling 5.9L” or similar.
