Heatshield Rattle... Again. Help!

Sooo my heatshield somewhere under the car (i suspect downpipe or cat) is loose again and makes a truly terrible Sound…

Is there some way to stop it, without actually getting the downpipe off? I think that might not be possible with the rust and stuff

1.8 NA constantly overheating at Traffic Lights

My Miata constantly overheats at stops, traffic lights or in heavy traffic.
Driving, the temp Gage is a bit over 12, but it gets up to 14 o‘clock when stopped.
If you continue to drive, it drops down to 12 fairly fast again, but this kinda worries me.

Is this normal with the un-dampened 1995 cluster or do I need a new Radiator/E-fan? (I only have one Fan, due to a no-AC model)
