Should the Kancamagus Highway (Lincoln, NH to Conway, NH) count as a U.S. Touge?

The Kancamagus Highway in the White Mountains of New Hampshire is one of the most dangerous roads of New England, but also one of the most beautiful routes in the region. Considering how wide and how twisted the road can be, should it count as a Touge? I don’t know much about Touges, but when I often see them they are very thin and twisty roads on mountainsides.
