If it doesn’t snow, couldn’t you just use all seasons?
A lot of “all-season” tyres perform rather poorly in all seasons.

I use performance summer tyres all year round. They perform better in the wet than the all-seasons I had before
Yeah,most of all-seasons are really poor in wet,especially in bigger cities where the road is greasy.
I’d say it depends a lot on the winter tire. I used to run Dunlop sport maxx on my RS Megane and in cold (but still not freezing) conditions - say 3 - 5 C - the ABS kicked in much sooner than it does on new Michelin Pilot Alpin PA4s (same 225/40 R18) - especially on greasy roads. Granted, not the most thorough test, but the type of winter tire counts a lot - some winter tires are optimized for snow and ice while others are optimized for dry/wet asphalt. Would love to see a comparison between Pilot Alpin and X-Ice.
The Swiss TCS realize a full comparation between new winter tires every two years. Really useful when you don’t know which set to get
As long you know how to drift you won’t need snow tyres, the rear along countersteer Is all you need
